This session will focus on the basics of captive insurance companies, the reasons for formation, the feasibility process and key issues in putting a successful captive program together. Sandy Bigglestone
Organization: State of Vermont, Department of Financial Regulation


Sandy is Deputy Commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups. Having been with the Division since 1997, Sandy has 25 years of experience regulating captive insurance. She was appointed as Deputy Commissioner effective September 1, 2022, after serving as a principal staff member to her predecessor for 14 years. Sandy is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. In 2018, Sandy was a recipient of the Women to Watch Award presented by Business Insurance for her leadership, expertise, and accomplishments in the captive insurance industry. The 2023 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #3.


Christine Brown
Organization: State of Vermont, Department of Financial Regulation


Christine Brown is the Director of Captive Insurance with the Vermont Department of Financial Regulation, where she serves to directly support the Deputy Commissioner of Captive Insurance with strategic planning, legislative initiatives and industry outreach. Christine manages Vermont’s captive regulatory operations, including licensing and monitoring of the financial condition of captive insurers domiciled in Vermont. Christine joined the Captive Division in 2003 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Christine spent seven years in public accounting with Johnson Lambert in Burlington, VT, specializing in captive insurance, and with Ernst & Young in Boston, MA. Christine earned a MS in Accounting and MBA from Northeastern University, and a BA in Political Science from Regis College.


Edward Koral
Organization: WTW


Ed Koral is a Director with WTW’s Strategic Risk Consulting group. He supports corporate clients with program design and analysis, working with clients to develop bespoke insurance and non-insurance solutions for their unique risk profiles. He has over 35 years of experience with captives and other alternative risk funding programs. Ed joined WTW in 2021, after spending many years with Deloitte Consulting and BDO, as well as a large international brokerage firm. Ed also served briefly as risk manager for a large consumer financial products company, where he managed the operations of two captives. Ed has served VCIA in multiple capacities: as a Board member for six years, and as a conference committee member. Currently, Ed serves on the faculty of the International Center for Captive Insurance Education (ICCIE).


Brittany Nevins
Organization: State of Vermont, Department of Economic Development


As Captive Insurance Economic Development Director, Brittany is responsible for the marketing and business development of Vermont’s captive insurance industry, working closely with the Department of Financial Regulation and Vermont Captive Insurance Association to strengthen the state’s reputation as the premier onshore captive insurance domicile. Within state government, Brittany advises Vermont’s Governor and Secretary of Commerce on new captive insurance legislation and policy recommendations to assure a beneficial business environment for expansion and relocation within the state. She also works closely with Vermont’s congressional delegation, monitoring policy pertaining to the regulation of captive insurance and related financial services industries. Brittany worked in the fields of community and economic development in the nonprofit and governmental sectors serving technology, solar, health care and child care sectors. Brittany understands regulatory systems and processes through her time with the State of Texas as a Policy Specialist for Long Term Care Regulatory Services. Most recently, Brittany worked in Austin, Texas managing Travis County’s Economic Incentive Program, where the County entered into a variety of economic incentive agreements to support businesses and further the County’s comprehensive economic development goals. Brittany received an M.A. in Sustainable Development with a concentration in Policy Advocacy & Analysis from SIT Graduate Instit


Jason Palmer
Organization: WTW


With over 25 years at the firm, Jason’s primary responsibilities include service in all facets of captive consulting and captive management engagements ranging from risk retention groups, group captives and pure captive programs. Throughout his career, Jason has handled a significant portfolio of captive insurance companies (pure and group) with services involving accounting, underwriting and regulatory compliance. He has helped implement many new captive programs in several US captive domiciles. Jason also serves as a member of the Board of Directors and as an Officer of many captive insurance companies. In his current role, Jason is responsible for the US captive management team, serves as project lead on several captive consulting engagements and is the lead client executive on a portfolio of captive insurance companies (pure and group). Jason joined Willis Corroon Management (Vermont), Ltd. after graduating summa cum laude from Champlain College in Burlington, Vermont, with a B.S. in accounting. Jason is a Certified Public Accountant licensed in the State of Vermont and is a member, in good standing, with the American Institute of Certified Public Accountants. Jason is also a licensed property & casualty insurance producer in several US states. He is an active Board of Director member for the Vermont Captive Insurance Association (VCIA) and International Center for Captive Insurance Education (ICCIE).


Julie Bordo
Organization: PCH Mutual Insurance Company, RRG


Julie Bordo is the CEO and President of PCH, providing liability insurance to over 2,800 long term care facilities in 47 states. As a former litigator and current business counsel and consultant, Julie engages a 360 view when addressing the unique demands of running a risk retention group. As a member of the board of the National Risk Retention Association she chaired NRRA’s Conference in 2018 and 2019. Julie is an avid early adopter of innovation, has lobbied in Washington on behalf of the captive industry and is a passionate speaker on myriad topics vital to the industry. She was named to Captive Review’s 2020 and 2021 Power 50.


Kevin Mead
Organization: Vermont Captive Insurance Association


Kevin Mead is the President of the VCIA, the largest captive insurance trade association in the world. VCIA leads the industry in educational and networking opportunities, as well as legislative advocacy on the state and federal levels. Kevin became President of the VCIA in early 2022 and has a wealth of association management and financial experience that demonstrates his leadership ability. Prior to VCIA, he engineered a merger of three global independent accounting associations and forming PrimeGlobal, which represented 2,000 partners and 14,000 employees in 90+ countries. Holding two master’s degrees related to association management and finance, Kevin plans to build out the captive industry’s flagship conference, increase VCIA membership and membership value, and evolve the organization amid the current pandemic and economic challenges.


Liz Venhuizen
Organization: Generations Risk Management LLC


Liz leads the Risk & Insurance team for a large construction and transportation risk headquartered in the Chicago area. Her team is responsible for managing Ozinga's diverse risk, maintaining its insurance portfolio and supporting the business. This includes contract negotiations, claim management and vendor compliance. She works closely with outside council and directs strategy on complex claims. Started a single parent Captive in Vermont to assist business with advanced Risk Management options. Continues to manage the growth and development of the captive. Liz is a member of the VCIA and also a Professional Member of RIMS the Risk Management Society.
